Protecting You from Insurance Fraud
The Pennsylvania Insurance Fraud Prevention Authority (IFPA) is an independent Commonwealth agency established in 1995 to combat insurance fraud throughout the state. With a mission to provide law enforcement and prosecutors with the necessary resources to fight insurance fraud, IFPA works to prevent consumer fraud through public awareness and advises the Governor and the General Assembly on the nature and scope of the insurance fraud problem in Pennsylvania.
Our History and Purpose
The IFPA was created by an Act of the Pennsylvania General Assembly in 1995, with the goal of establishing an independent Commonwealth agency dedicated solely to combating insurance fraud in the state. Since its inception, the organization has evolved into a highly collaborative network of experienced fraud-fighting professionals.
Services and Programs
As a leader in the fight against insurance fraud, IFPA provides a range of services and programs to prevent and prosecute instances of fraud. These initiatives include:
Fraud Prevention Initiatives
- Public education campaigns to discourage instances of opportunistic fraud before they even occur
- Collaboration with law enforcement agencies to investigate and prosecute insurance fraud
- Support of fraud-fighting units to investigate and prosecute insurance fraud
Funding and Budget
The IFPA is funded by annual assessments levied on all insurance companies that write policies within the state. The majority of the IFPA's budget is directed toward funding fraud-fighting units that investigate and prosecute insurance fraud. In 2021, IFPA granted a total of $14.4 million to support 13 law enforcement agencies throughout the state, and invested almost $1 million in fraud prevention initiatives.
Effectiveness
The IFPA's strategic allocation of resources has yielded significant results in the fight against insurance fraud in Pennsylvania. In 2021, IFPA grantees received a total of 4,067 complaints of suspected fraud, leading to the arrest of 393 individuals and the prosecution of 364 defendants. These efforts yielded $1,379,502 in restitution to insurance fraud victims and in civil penalties.

The IFPA is committed to educating consumers about the dangers of insurance fraud and the importance of reporting suspected instances of fraud. Through public awareness campaigns and consumer education initiatives, IFPA works to prevent consumer fraud and promote a culture of transparency and integrity in the insurance industry.
