The Pacific Association of Domestic Insurance Companies (PADIC) is an association that brings together small to mid-sized California domestic property and casualty insurance companies. Our organization works alongside regulators, legislators, consumers, and policyholders to promote a better understanding of insurance issues, keep costs and prices at reasonable levels, ensure a healthy and competitive agency-based insurance marketplace, and recognize the economic contributions made by domestic insurers in California.
Our members are proud to provide a wide variety of competitively priced property and casualty insurance products, exclusively sold through independent agents. It's important to note that our members do not offer workers' compensation insurance.

We are dedicated to various initiatives, including the Mitigated Dwelling Measures program, which aims to protect dwellings from wildfire loss. Our strategies are developed through the United Policyholders "WRAP" initiative, in collaboration with experts from different fields and organizations. The list of effective means for protecting a dwelling from wildfire loss, available in our Latest News section, is a focused compilation of key recommendations, designed to create awareness and foster protection of properties.
Additionally, PADIC, along with other trade associations in California, has recently sponsored the latest Economic Impact Report. This report sheds light on the overall influence of the insurance industry on California's economy and communities. The report covers various aspects, such as insurance premiums and claims, agents licensed in California, insurance company employment, premium taxes paid by insurers, and bond investments made by insurers in California's economy.
PADIC's Mission
Our mission is to provide a collective voice, serve as a resource for support, and advocate for the specific needs of small to medium-sized property and casualty insurers domiciled in California. We achieve this by acting as a bridge between our members and the California Department of Insurance while maintaining a consumer-oriented approach and staying informed on local California issues. Furthermore, we offer our members educational opportunities, updates on regulatory issues, and resources to enhance their business operations.
About PADIC Membership
Membership of PADIC comprises approximately a dozen property and casualty insurers domiciled in California, along with associate members representing various professions within the insurance field, such as actuarial, accounting, legal, and reinsurance. We also have trade affiliates, consisting of the three major independent agency trade associations in California and the National Association of Mutual Insurance Companies (NAMIC).
Our member companies generate insurance products that are sold by independent agents and brokers, with PADIC member premiums in California and the neighboring Pacific states approaching $1 billion. The breakdown of our product lines is as follows:
- 43% personal and commercial auto
- 23% homeowners and related lines
- 15% earthquake
- 14% commercial multi-peril
- 5% other lines
Our members are significant contributors to the State of California's economy, with over $20 million paid in premium taxes, and employing hundreds of Californians. They also actively support charitable, educational, and civic programs within their local communities.
PADIC's Purpose
PADIC was established to recognize the economic contributions made by domestic insurers in California, while promoting education, communication, and the support of legislation that encourages competition. We aim to offer solutions and resources that ensure a viable market for the California consumer, and advocate for the issues and concerns of small to medium-sized insurers.
Diversity
PADIC values the diversity of its California-based members, who are located in various communities throughout the state. In line with the California Department of Insurance Diversity Initiative, PADIC strives to increase the number of contracts insurers have with diverse suppliers in California.
