Welcome to the Hawaii Life & Disability Insurance Guaranty Association, a statutory entity created by the Hawaii legislature under the Hawaii Guaranty Association Act. We are a unique organization composed of all insurers licensed to sell life insurance, accident and health insurance, and individual annuities in the state of Hawaii.

Our primary purpose is to provide protection to Hawaii residents who are holders of life and health insurance policies and individual annuities in the event that a member insurer is found to be insolvent and is ordered to be liquidated by a court. In such cases, the Guaranty Association Act enables us to step in and take over the responsibility of servicing the insurance company's policies and providing coverage to the affected policyholders.

The protection we provide is based on Hawaii law and the language of the insolvent company's policies at the time of insolvency. We make every effort to ensure that the information provided on our website is in accordance with the most current law, as the Hawaii legislature may occasionally amend the Guaranty Association Act or other relevant laws. However, if there should be any inconsistency between the Guaranty Association Act or any other law or regulation and the information on our website, the relevant law will supersede.

1. Penn Treaty Policy and Claims Administration Moved to Hawaii: Effective April 1, 2021, the guaranty association will be providing policy and claims administration services to Hawaii policyholders.

2. Notice Re Operation of the Hawaii Life and Disability Insurance Guaranty Association in Light of COVID-19: We are fully prepared to continue all operations remotely and ensure that our staff is available to handle inquiries and provide support.

3. Liquidation Orders Entered for Penn Treaty & American Network Insurance Companies: On March 1, 2017, Penn Treaty Network America Insurance Company (Penn Treaty) and its wholly owned subsidiary, American Network Insurance Company (ANIC), were placed in liquidation by orders of the Commonwealth Court of Pennsylvania.
